The Charter is a list of eight demands for housing justice in Wales.
It was created by a group of community and housing campaigners who came together in 2020 in response to the deepening housing crisis across the country. The Charter grew out of many online meetings, the word spread and the group grew bigger. It was clear that working together and drawing on the experience of so many people was the only way we could create momentum for change. The Charter developed over six months, each point a step towards housing justice.
We consulted, we read through many action plans and manifestos, we met and we listened to other campaign groups. We read news and research reports and most of all we listened to the people who were affected by homelessness, those who were locked into renting substandard accommodation and those forced to move away from their communities.
This Charter demands action on housing and the survival of our communities, culture and language. The Welsh Government must take meaningful action to enable the people of Wales to have fair access to decent homes and allow them to live in the communities that they love so much.
The Chartist movement is rooted in Welsh social history, this Charter addresses a fundamental issue of modern times: housing justice.
Mae’r Siarter yn rhestr o wyth o alwadau am gyfiawnder tai yng Nghymru.
Fe’i crëwyd gan grŵp o ymgyrchwyr cymunedol a thai a ddaeth ynghyd yn 2020 mewn ymateb i’r argyfwng tai sy’n dyfnhau ledled y wlad. Tyfodd y Siarter allan o lawer o gyfarfodydd ar-lein, lledaenodd y gair a thyfodd y grŵp yn fwy. Roedd yn amlwg mai drwy weithio gyda’n gilydd a thynnu ar brofiad cymaint o bobl oedd yr unig ffordd y gallem greu momentwm ar gyfer newid. Datblygodd y Siarter dros chwe mis, pob pwynt yn gam tuag at gyfiawnder tai.
Fe wnaethon ni ymgynghori, fe wnaethon ni ddarllen trwy lawer o gynlluniau gweithredu a maniffestos, fe wnaethon ni gyfarfod a gwrando ar grwpiau ymgyrchu eraill. Rydym yn darllen adroddiadau newyddion ac ymchwil ac yn anad dim, gwnaethom wrando ar y bobl yr oedd digartrefedd yn effeithio arnynt, y rhai a oedd wedi eu cloi i rentu llety is-safonol a’r rhai a orfodwyd i symud i ffwrdd o’u cymunedau.
Mae’r Siarter hon yn gofyn am weithredu ar dai a goroesiad ein cymunedau, ein diwylliant a’n hiaith. Rhaid i Lywodraeth Cymru gymryd camau ystyrlon i alluogi pobl Cymru i gael mynediad teg i gartrefi boddhaol a chaniatáu iddynt fyw yn y cymunedau y maent yn eu caru cymaint.
Mae mudiad y Siartwyr wedi’i wreiddio yn hanes cymdeithasol Cymru, mae’r Siarter hon yn mynd i’r afael â mater sylfaenol yr oes fodern: cyfiawnder tai.
