The conference was an intense and positive day. Thank you to everyone that attended for making it such a powerful and successful event. 

We  are grateful for the rich conversation and networking and for sharing of ideas and knowledge. We have received many messages from attendees who have expressed how glad they were to have attended and  to have had an opportunity to explore solutions to the problems we are facing.

More than that, people expressed how moved they were by the whole event. We think this vindicates our call for more community involvement in addressing these big issues. 

Roedd y gynhadledd yn ddiwrnod dwys a chadarnhaol. Diolch i bawb i am ei wneud yn ddigwyddiad mor bwerus a llwyddiannus.

Rydym yn ddiolchgar am y sgwrs gyfoethog a’r rhwydweithio ac am rannu eich syniadau a’ch gwybodaeth. Rydym wedi derbyn llawer o negeseuon gan fynychwyr sydd wedi mynegi pa mor falch oeddent o fod wedi mynychu ac wedi cael cyfle i archwilio atebion i’r problemau yr ydym yn eu hwynebu.

Yn fwy na hynny, mynegodd pobl pa mor gyffrous oeddent gan y digwyddiad cyfan. Credwn fod hyn yn cyfiawnhau ein galwad am fwy o gyfranogiad cymunedol wrth fynd i’r afael â’r materion mawr hyn.

The Siarter team will take the next few weeks to collate and organise all of the material, if you would like to help – please get in touch.

The report will go to Julie James, Minister for Housing and Climate Change along with the Future Generations and Welsh language Commissioner’s offices, who would like to use our [your] evidence in their decision making. 

We plan to create further events for engagement towards meaningful action. We will also be exploring the idea of more deliberation through Citizens Assemblies.

In order to ensure the work continues, we are looking at ways to strengthen Siarter’s resilience and capacity. Watch this space!

With support from Julie James MS, Minister for Housing and Climate Change, we are inviting housing campaigners and activists, County Councillors, housing professionals, Welsh government policy makers, and anyone concerned with addressing the housing needs of the people of Wales.

We believe that by bringing together communities and housing professionals we can co-produce innovative, practical and sustainable responses to the ongoing crisis.

Outcomes – Canlyniadau

  • Ideas co-developed at the conference will be presented to the Senedd and in a publicly available report.

Campaign and community organisations working to address the housing and homes crisis in Wales came together on 26th September to meet with the Minister for Climate Change, Julie James MS.

The meeting was the culmination of months of organizing by Siarter Cartrefi with nine campaign groups – Cymdeithas yr Iaith, Dyfodol i’r Iaith, Gorau i Gymru, Acorn, Undod, Melin Drafod, Hawl i Fyw Adra and Sail.

Representatives from the Welsh Language Commission, Well Being of Future Generations Office and the Electoral Reform Society Cymru were also present.

The Campaigners met with Julie James to ask for Welsh Government backing for an Emergency Housing Conference which would debate policy ideas to put to Citizens Assemblies. The Minister acknowledged the importance of enabling the voices from the wider community and agreed to support the Conference. A working group formed from both the Minister’s  department and representatives of the campaign organisations will now work towards an early spring conference.

‘This is a significant step’ said Rob Idris, spokesperson from the campaigners. ‘We are feeling very positive after Julie James’ supportive response. We need to see a breakthrough on these big issues, we can only succeed if we are all working together to find the solutions we need’.    

A Conference will bring together under one roof the various campaigning organisations and others interested in solutions to the Housing Crisis and an opportunity to generate momentum towards new and radical policy ideas.

‘By bringing out the experiences and ideas of the wider community  we can build on the Welsh Government’s ability to solve the current problems’, said Cara Wilson of Siarter Cartrefi.    

Climate Change Minister Julie James said: “I am pleased to be able to support the Siarter Cartrefi conference which provides a valuable opportunity for community engagement where we can hear a wide range of voices that will help as we continue to work on our approach to affordable living across Wales.

“We are committed to building 20,000 low-carbon homes for social rent and have made a series of key changes to planning and taxation legislation. We also recently launched our Welsh Language Communities Housing Plan as part of our commitment to ensuring the vitality of Welsh as a community language.

“The Welsh Government doesn’t have all the answers and I’ve always been clear that communities have a vital role in identifying and taking opportunities – I am sure this conference will play a major part in this work.”

Sophie Howe, Wellbeing of Future Generations Commissioner for Wales added her voice of support for this initiative.

”There is wide agreement on the impact that the housing crisis is having on the wellbeing of current and future generations, in particular on their right to live and thrive in healthy resilient communities. I believe that the solutions will be best found in co-creation with those most affected. 

In my 2020 Future Generations report, I recommended that the Government should involve communities in creating a vision for housing. The fact that the Housing and Climate Change Minister Julie James is committed to working in co-production with communities, and that Siarter Catrefi and key partner organisations in the movement will be collaborating with the Government to help them deepen their involvement practice, bodes well for future wellbeing in Wales”.

Cydnabu’r Gweinidog bwysigrwydd galluogi lleisiau’r gymuned ehangach a chytunodd i gefnogi’r Gynhadledd. Bydd gweithgor a ffurfiwyd o adran y Gweinidog a chynrychiolwyr y sefydliadau ymgyrchu nawr yn gweithio tuag at gynhadledd yn gynnar yn y gwanwyn.

‘Mae hwn yn gam arwyddocaol’ meddai Robat Idris, llefarydd ar ran yr ymgyrchwyr. ‘Rydym yn teimlo’n bositif iawn ar ôl ymateb cefnogol Julie James. Mae angen inni weld datblygiad arloesol ar y materion mawr hyn, dim ond os ydym i gyd yn gweithio gyda’n gilydd i ddod o hyd i’r atebion sydd eu hangen arnom y gallwn lwyddo’.

Bydd Cynhadledd yn dod â’r gwahanol sefydliadau ymgyrchu ac eraill sydd â diddordeb mewn atebion i’r Argyfwng Tai ynghyd o dan un to a chyfle i greu momentwm tuag at syniadau polisi newydd a radical.

‘Trwy ddod â phrofiadau a syniadau’r gymuned ehangach at y bwrdd gallwn adeiladu ar allu Llywodraeth Cymru i ddatrys y problemau presennol’, meddai Cara Wilson o Siarter Cartrefi.

Dywedodd y Gweinidog Newid Hinsawdd, Julie James: “Rwy’n falch o allu cefnogi cynhadledd Siarter Cartrefi sy’n rhoi cyfle gwerthfawr ar gyfer ymgysylltu â’r gymuned lle gallwn glywed ystod eang o leisiau a fydd yn helpu wrth i ni barhau i weithio ar ein hymagwedd at lefydd fforddiadwy i fyw ledled Cymru.

“Rydym wedi ymrwymo i adeiladu 20,000 o gartrefi carbon isel ar gyfer rhent cymdeithasol ac wedi gwneud cyfres o newidiadau allweddol i ddeddfwriaeth cynllunio a threthiant. Yn ddiweddar hefyd lansiwyd ein Cynllun Tai Cymunedau Cymraeg fel rhan o’n hymrwymiad i sicrhau bywiogrwydd y Gymraeg fel iaith gymunedol.

“Nid oes gan Lywodraeth Cymru’r atebion i gyd ac rwyf bob amser wedi bod yn glir bod gan gymunedau rôl hanfodol i’w chwarae wrth adnabod a manteisio ar gyfleoedd – rwy’n siŵr y bydd y gynhadledd hon yn chwarae rhan fawr yn y gwaith hwn.”

Ychwanegodd Sophie Howe, Comisiynydd Llesiant Cenedlaethau’r Dyfodol Cymru ei llais o gefnogaeth i’r fenter hon.

“Mae yna gytundeb eang ar yr effaith y mae’r argyfwng tai yn ei chael ar les cenedlaethau’r presennol a’r dyfodol, yn enwedig ar eu hawl i fyw a ffynnu mewn cymunedau iach, cydnerth. Credaf mai’r ffordd orau o ddod o hyd i’r atebion yw cyd-greu â’r rhai yr effeithir arnynt fwyaf.

Yn fy adroddiad Cenedlaethau’r Dyfodol 2020, argymhellais y dylai’r Llywodraeth gynnwys cymunedau wrth greu gweledigaeth ar gyfer tai. Mae’r ffaith bod y Gweinidog Tai a Newid Hinsawdd Julie James wedi ymrwymo i weithio mewn cyd-gynhyrchu gyda chymunedau, ac y bydd Siarter Cartrefi a sefydliadau partner allweddol yn y mudiad yn cydweithio â’r Llywodraeth i’w helpu i ddyfnhau eu harferion cynhwysol, yn argoeli’n dda ar gyfer lles yng Nghymru yn y dyfodol”.

Great news! Siarter Cartrefi have organised a meeting between eight grassroots community groups campaigning on housing issues and housing minister Julie James. We are meeting to see if we can agree the Welsh Government to enable an emergency housing conference and citizens assemblies. 

Cara Wilson from The Housing Justice Charter said;

“We hope that Welsh Government will work with us to enable citizens to participate in finding the right housing solutions for our communities as we need to draw on the whole of Welsh society to solve our problems. Citizens assemblies are a powerful tool towards engagement and action.”

We could go into how despairing we feel; how Wales has the worst child poverty figures in the UK and how that relates to housing costs; how communities in Wales are the most disempowered in the UK; how we watch as communities around us become hollowed out, but we want to focus on action and solutions to turn this around as quickly as possible.

What are citizens’ assemblies?

They have been successfully used around the world to unlock more effective action on thorny issues such as abortion in Ireland, and constitutional change in Ireland in Canada. According to Citizens Assembly UK ‘ a Citizens’ Assembly is a representative group of citizens who are selected at random from the population to learn about, deliberate upon, and make recommendations in relation to a particular issue or set of issues. It is still up to elected politicians whether or not to follow the assembly’s recommendations.’ We need to work together to deliver change.

The groups represented are  Siarter Cartrefi, Cymdeithas Yr IaithUndod, Sail Cymru, Dyfodol yr IaithGorau i Gymru, Hawl I fyw AdraAcorn Aberystwyth Acorn Cardiff and Melin Drafod

Newyddion gwych! Mae Siarter Cartrefi wedi trefnu cyfarfod rhwng wyth grŵp cymunedol sy’n ymgyrchu ar faterion tai a’r gweinidog tai Julie James. Rydym yn cyfarfod i weld a allwn gytuno â Llywodraeth Cymru i alluogi cynhadledd tai brys a chynulliadau dinasyddion.

Fe’u defnyddiwyd yn llwyddiannus ledled y byd i ddatgloi gweithredu mwy effeithiol ar faterion dyrys fel erthyliad yn Iwerddon, a newid cyfansoddiadol yn Iwerddon yng Nghanada. Yn ôl Citizens Assembly UK mae Cynulliad Dinasyddion yn grŵp cynrychioliadol o ddinasyddion sy’n cael eu dewis ar hap o’r boblogaeth i ddysgu am fater neu set benodol o faterion, ei drafod, a gwneud argymhellion mewn perthynas â mater neu set benodol o faterion.

We propose an Emergency Housing Conference to facilitate campaign and community voices. Rydym yn cynnig Cynhadledd Tai Brys i hwyluso lleisiau ymgyrchu a chymunedol.

Outline:

“Work with organisations and communities to set a vision and long-term strategy for the future of housing in Wales.” – Recommendations for Welsh Government, The Future Generations Report 2020, Housing Chapter 5 page 47. 

We endorse and encourage this recommendation. 

Background:

Ministers have often expressed their interest in hearing from the wider community with their ideas and solutions on the  housing crisis. Welsh Government has also acknowledged the wealth of knowledge and creativity in Wales. The Welsh Government is well placed to enable these voices to be heard. 

The innovative and inspirational Well-being of Future Generations (Wales) Act 2015 has set an important tone in Wales. Community and campaign groups can help to meet its goals by creating a format for meaningful community engagement, especially important in times of crisis. 

Proposal:

As a first step we respectfully request that the Welsh Government facilitates an emergency housing conference for community voices.  We ask that campaign groups, county councillors and others working on this housing crisis are involved. 

A joint conference team, in part made up of campaigners, would invite representatives to give presentations on the problems and their proposed solutions. Ministers would be invited to respond. We propose  that it should be chaired by the Future Generations Commissioner. The event should be solutions focussed and  should form the basis of a Citizens Assemblies programme. 

Aims:

To facilitate and include community voices in the process of finding solutions to the housing crisis.

To create a positive and dynamic working relationship between the Future Generations Commission, the Welsh Government and those working on housing in the community.

To conclude the conference with an agreed ongoing structure of working together and agreed actions.

Conclusion:

This conference is an opportunity to move to the democratisation of Housing Policy, to empower community voices and initiate a format for engagement and action.

Mae Deddf Llesiant Cenedlaethau’r Dyfodol yn arloesol ac ysbrydoledig  a wedi creu naws bwysig yng Nghymru. Gall grwpiau cymunedol ac ymgyrchu helpu i gyflawni ei nodau trwy greu fformat ar gyfer ymgysylltu â’r gymuned yn ystyrlon, sydd yn arbennig o bwysig ar adegau o argyfwng.

Cynnig:

Fel cam cyntaf gofynnwn yn barchus i Lywodraeth Cymru hwyluso cynhadledd tai brys ar gyfer lleisiau cymunedol. Gofynnwn i grwpiau ymgyrchu, cynghorwyr sir ac eraill sy’n gweithio ar yr argyfwng tai gael cymryd rhan.

Byddai tîm cynhadledd, yn rhannol yn cynnwys ymgyrchwyr, yn gwahodd cynrychiolwyr i roi cyflwyniadau ar y problemau a’u datrysiadau arfaethedig. Byddai gweinidogion yn cael eu gwahodd i ymateb. Rydym yn cynnig y dylai Comisiynydd Cenedlaethau’r Dyfodol gadeirio trafodaeth rhwng ymgyrchwyr a gweinidogion. Dylai’r digwyddiad ganolbwyntio ar atebion a gallai fod yn sail i raglen Cynulliadau Dinasyddion.

UPDATE

A huge thank you to the 6,469 who signed the petition which closed on the 4th of December 2021.

The petition was discussed in the Senedd.

The Committee acknowledged the serious concerns raised by the petition regarding affordable housing and the negative impact on local communities across Wales. Given the complex nature of these concerns, the Committee welcomed the fact that the Local Government and Housing Committee are undertaking a detailed inquiry in this area and agreed to write to the Chair of the Committee to ask them to include the issues raised in this petition as part of their inquiry.

Trafodwyd y ddeiseb yn y Senedd.

Cydnabu’r Pwyllgor y pryderon difrifol a godwyd gan y ddeiseb ynghylch tai fforddiadwy a’r effaith negyddol ar gymunedau lleol ledled Cymru. O ystyried natur gymhleth y pryderon hyn, croesawodd y Pwyllgor y ffaith bod y Pwyllgor Llywodraeth Leol a Thai yn cynnal ymchwiliad manwl i’r maes hwn, a chytunwyd i ysgrifennu at Gadeirydd y Pwyllgor i ofyn i’r Pwyllgor gynnwys y materion a godwyd yn y ddeiseb hon fel rhan o’i ymchwiliad.

Amddiffynnwch bobl Cymru – cymerwch gamau brys ar yr argyfwng tai nawr.

Local people are being priced out of their own communities. This is destroying our culture and language. Simply building more houses is not enough.

We call for a fundamental rethink of policy to prioritise the social, cultural and economic needs of the people of Wales in line with Cymraeg 2050 and the Well-being of Future Generations Act.

Give people a say on solving our housing crisis: implement the eight demands of the Housing Justice Charter and set up a Citizens Assembly to drive change.

Covid has shown the need for decisive Welsh Government action to deal with a major crisis. Urgent action is needed now to address our housing crisis, before local cultures and language are lost and an out of control housing market destroys urban and rural Welsh communities.

The Housing Justice Charter group is a non-party political collaboration from across Wales. We researched all the issues and solutions proposed by others and summed them up in eight achievable and positive areas for action.

Implement the Charter’s demands; use a Citizens Assembly to drive the change:

1. Declare a housing emergency in Wales
2 Create a bill to address housing inequality.
3. Protect our communities; rural and urban.
4. Protect Welsh Language and culture.
5. Reform social housing provision.
6 Urgently address the pressing issue of second home ownership.
7. Reform planning laws to respond to local housing needs.
8. Create a citizens assembly on housing.

Mae Covid-19 wedi dangos yr angen am gamau gweithredu pendant gan Lywodraeth Cymru i fynd i’r afael ag argyfwng mawr. Mae angen gweithredu ar frys nawr i fynd i’r afael â’n hargyfwng tai, cyn i ddiwylliannau lleol a’r Gymraeg gael eu colli a chyn i farchnad dai ddireolaeth ddinistrio cymunedau trefol a gwledig Cymru.
