The Housing Justice Charter

We are a non-party political partnership.

This Charter calls for a fundamental rethink of housing policy, ensuring that it prioritises the social, cultural and economic needs of communities and the sustainability of the natural environment, meeting the seven goals of the Future Generations and Well Being Act 2015 and Cymraeg 2050 Act. 

Organisations, local authorities and Welsh Government are invited to endorse the Charter.

Mae’r Siarter hwn yn galw am ailfeddwl sylfaenol am bolisi tai, gan sicrhauei fod yn blaenoriaethu anghenion cymdeithasol, diwylliannol ac economaidd cymunedau a chynaliadwyedd yr amgylchedd naturiol, gan gyrraedd saith nôd Deddf Llesiant Cenedlaethau’r Dyfodol (Cymru) 2015 aCymraeg 2050.

Our housing justice demands:

1. Declare a housing emergency in Wales.

2 Create a bill to address housing inequality. Enshrine in law the human right of the people of Wales to affordable, good quality and healthy places to live.

3. Protect our communities; rural and urban. Use planning laws and other legislation to ensure that the people of Wales can access truly affordable housing by ownership or tenancy. Acknowledge the importance of cohesive and vibrant communities and address the issues undermining them. Stop people being priced out of living where they are rooted. Protect tenants in the private rented sector and curb unfettered price rises, help stop generation rent being left behind and locked into the rental market.

4. Protect Welsh Language and culture. Planning laws should support Welsh speaking within communities in order to maintain and extend its use as a living language and acknowledge its role in sustaining and enhancing community cohesion, culture and heritage. Use housing legislation and planning to ambitiously contribute to Cymraeg 2050 and the Well-being of Future Generations Act.

5. Reform social housing provision. Provide sufficient social housing to meet local demand and built to the highest sustainable standards. Purchase and renovate existing properties as well as create net-zero new builds. Make social housing truly affordable, good quality and equitable and be led by local communities in its delivery.

6 Urgently address the pressing issue of second home ownership. In partnership with local and national government, use tools such as planning, legislation, percentage caps, taxation and licencing to reduce the loss of housing stock and the erosion of vibrant, cohesive communities.

7. Reform planning laws to respond to local housing needs. Work to make the planning system more accessible for everyone, less adversarial and more democratised to meet the needs of communities. Empower communities to have more say over developments in rural and urban spaces and reform accountability procedures to provide easy recourse for inadequate or unsafe developments.

8. Create a citizens assembly on housing. A representative group of citizens will research, debate and make recommendations on solutions to the housing crisis in Wales.

1.Datgan argyfwng tai yng Nghymru.

2. Creu bil i fynd i’r afael ag anghyfartaledd tai. Diogelu mewn cyfraith hawl dynol pobl Cymru i leoedd sydd yn fforddiadwy, o ansawdd da ac yn iach i bobl fyw ynddyn nhw.

3. Amddiffyn ein cymunedau; gwledig a threfol. Defnyddio deddfau cynllunio a deddfwriaeth arall i sicrhau fod gan pobl Cymru fynediad i dai gwirioneddol fforddiadwy drwy berchnogaeth neu denantiaeth. Cydnabod pwysigrwydd cymunedau cydlynol a bywiog a mynd i’r afael â’r materion sy’n eu tanseilio. Atal pobl rhag cael eu prisio allan o fyw lle maen nhw wedi’u gwreiddio. Amddiffyn tenantiaid yn y sector rhentu preifat a ffrwyno codiadau prisiau dilyffethair i helpu i atal ‘cenhedlaeth rhent’ rhag cael ei adael ar ôl a’i gloi i’r farchnad rentu.

4. Amddiffyn Iaith a diwylliant Cymraeg. Dylai deddfau cynllunio gefnogi siarad Cymraeg o fewn cymunedau er mwyn cynnal ac ehangu ei defnydd fel iaith fyw a chydnabod ei rôl wrth gynnal a gwella cydlyniant, diwylliant a threftadaeth gymunedol. Defnyddio ddeddfwriaeth a chynllunio tai i gyfrannu’n uchelgeisiol at Cymraeg 2050 a Deddf Llesiant Cenedlaethau’r Dyfodol.

5. Diwygio darpariaeth tai cymdeithasol. Darparu digon o dai cymdeithasol i fodloni y gofyn lleol a’u hadeiladu i’r safonau cynaliadwy uchaf. Prynu ac adnewyddu eiddo sy’n bodoli yn ogystal ag adeiladau newydd net-sero. Gwneud tai cymdeithasol yn wirioneddol fforddiadwy, o ansawdd da ac yn deg ac yn cael eu darparu dan arweiniad cymunedau lleol.

6. Mynd i’r afael ar frys â mater dybryd perchnogaeth ail gartrefi. Mewn partneriaeth â llywodraeth leol a chenedlaethol, defnyddio dulliau fel cynllunio, deddfwriaeth, capiau canrannol, trethiant a thrwyddedu i leihau colli stoc dai ac erydiad cymunedau bywiog, cydlynol.

7. Diwygio deddfau cynllunio i ymateb i anghenion tai lleol. Gweithio i wneud y system gynllunio yn fwy hygyrch i bawb, yn llai gwrthwynebus ac wedi’i democrateiddio i ddiwallu anghenion cymunedau. Grymuso cymunedau i gael mwy o lais dros ddatblygiadau mewn lleoedd gwledig a threfol a diwygio gweithdrefnau cyfrifoldeb i ddarparu mynediad hawdd at atebolrwydd datblygiadau annigonol neu anniogel.

8. Creu Cynulliad dinasyddion ar dai. Grŵp cynrychiadol o ddinasyddion i ymchwilio, trafod a gwneud argymhellion am ddatrysiadau i’r argyfwng tai yng Nghymru.
